CASE STUDY: Hongkong resettlement programme (2024)

The Educafe, Welcome to Hong Kongers project was Commissioned by West Berkshire Council and took place between March and June 2024  

This case study outlines: 

~ Educafe’s innovative approach to language and community integration support. 

~ The progress made in assisting new arrivals from Hong Kong.  

~ How the programme addressed unique resettlement challenges. 

Programme reach and engagement 

During the programme, Educafe directly supported 26 British National (Overseas) holders through events and sessions.  

The 17-week programme was crafted and tailored to the needs of Hong Kongers, providing support that extended beyond basic language training. Sessions also included cultural awareness, community engagement/navigation and confidence-building activities. 

 

Key Program Outcomes  

Language skills: In partnership with Berkshire School of English, Educafe provided English classes tailored for real-life situations, which aimed to improve learners’ confidence, especially in medical and phone interactions. 

Community connections: Working with local Hong Kong community groups and a dedicated bi-lingual volunteer, Educafe linked BN(O) holders to local resources and support networks, helping them feel more connected and supported. 

Employment skills: For learners with professional backgrounds facing language barriers, Educafe provided advanced conversation practice, interview preparation, and volunteer workshops to aid in finding suitable jobs and building confidence.  

Celebration lunch: At the program’s end, learners organised and hosted a Celebration Lunch to showcase their achievements, share resettlement stories, and build community bonds.  

Giving back to the community: Many of the learners who took part in the programme now offer their volunteer support and time to Educafe and other community organisations. 

 

Feedback and challenges

The program was well-received, however there’s a need for ongoing and intensive support to new arrivals and provide continuity to their learning. Educafe works with the HOLEX network to advocate for policy improvements at the national level. 

Additional observations

Since 2021, BN(O) holders have sought safety and education in the UK but often face underemployment and discrimination. Educafe’s program directly tackles these barriers, helping new residents build confidence and independence. 

Conclusion

This programme demonstrates the impact of collaborative, community-focused resettlement support. Through language training, community events, and learner-led initiatives, BN(O) holders showed significant progress in integration, language proficiency and social engagement. Educafe’s dedicated approach bred a sense of belonging, local pride and confidence amongst learners. The course has contributed to a more cohesive community in West Berkshire, illustrating the transformative power of targeted resettlement support. 

Volunteers and staff who were involved in the project also reported huge benefits from interacting with learners. They enjoyed undestanding the Hong Kongers’ culture and discovered the wealth of skills, compassion and positivity that this community brings to our county.
